I am instructed by the Director of the War Trade

Department to acknowledge the receipt of your letters

Goo of the 33rd May, No. 23689/16 and of the 9th June, No.

36197/16, on the subject of the export of Chinese wiça

from Hong Kong to Japan, and to state that a new system

is about to be introduced by which mica will only be allowed

to be exported from this country and India to firme in

Japan who have been approved by H.M, Ambassador at Tokio,

and who have signed the appropriate guarantees.

I am,

to auggest for the consideration of Mr Secretary Bonar

Law, that it would be desirable that the export of

mica from Hong Kong to Japan, should only be allowed

under the same conditions.

Drafts of the guarantees which, subject to Sir 0.

Greene's approval, it is proposed to exact, were transmitted

to you by the Foreign Office on the let instant in their

letter no. 100400/X.

If this suggestion be accepted, the name of any

Japanese firm desirous of importing mica from Hong Kong

would be submitted to H, M, Ambassador at Tokio, the export

would only be allowād after the Governor of Hong Kong had

been notified by H.M.Ambassador that the firm was approved

and had signed the appropriate form of guarantee, and the

mica would be consigned to a British Consular Officer

for the account of the importing firm, subsequent
